Reclaiming A Sense Of National Belonging

The reality is stark – citizens no longer wake up with the civic assurance that as Mozambicans, they can enjoy their country. Young people aspire to study and live abroad. Wealthy individuals do not feel secure in Mozambique and own homes in South Africa, Europe, or the East. Even for medical treatment, financially empowered leaders, who perpetuate social injustices, seek care abroad. VM7 is determined to save Mozambique by putting an end to the practice where only FRELIMO members or those loyal to them benefit from the country’s wealth, security, justice, and well-being. "Saving Mozambique" means reigniting the flame of national pride, ensuring that every Mozambican can feel the vast wealth of their land in their pocket, enjoy the agricultural abundance on their table, walk peacefully through clean streets, and breathe air purified by sound urban policies. It means enabling every citizen to freely express themselves because fundamental freedoms such as expression, political choice, and opinion are fully realized.

Values For Mozambique’s Salvation

VM7 envisions a Mozambique where issues like the high infant mortality rate (with 2,500 deaths annually, as reported by WaterAid) due to dirty water, poor sanitation, and hygiene, or the nation’s ranking among the world’s poorest countries, are not the result of a lack of financial, human, or material resources. Mozambique has, after all, been exporting talented minds across the globe. Thus, it would be erroneous to think that Mozambique only needs money or grand buildings to eliminate poverty and corruption. A solid foundation of values is essential – values that will truly unite Mozambicans and galvanize them towards a common cause: saving Mozambique. These core values are Integrity, Peace and Progress, Inclusion, Social Justice, and Fraternity.

Referendum On The Excessive Powers Of The President And Restoration Of Sovereignty To The People

VM7 critiques the model of State and Governance that Mozambique adopted with the 1975 Constitution, reaffirmed by the 1990 Constitution, as the primary source of injustices. This model allows the President of the Republic, devoid of nationalist and patriotic values, to act autocratically, thereby deepening social injustices. The proposed "reform of State and Governance" involves reducing the President’s excessive powers – through a referendum – and redistributing them to other branches of government, which naturally have the right to balance power. This includes, for example, institutionally strengthening the Attorney General's Office by freeing it from the President's exclusive authority over appointments and dismissals, allowing it to effectively exercise its prosecutorial prerogatives. This will help curb the institutionalized impunity of public sector leaders. The lack of checks and balances among the Legislative, Judicial, and Executive branches exacerbates the government's lack of accountability, from the President as Head of Government down to his ministers, who are not required to be accountable to Parliament and only provide reports. As the National Assembly is the legislator and overseer of the Government, it should act with full prerogative, but it does not, due to constitutional weaknesses. Furthermore, the Courts must become a true independent power, with their own plans, budgets, and full freedom of execution, a condition currently absent in the constitutional framework. Without active courts, societal moralization is impossible because there is no guarantee that laws will be enforced. Without law enforcement, societal excesses lead to true anarchy. From the perspective of decentralized governance, governors are currently elected indirectly, not by universal suffrage, as initially intended. Although this was not the worst outcome, a subsequent law gave each party holding the majority the power to demand the replacement of the elected official, along with previously removing their powers by instituting the State Secretary in the Province.

Financial And Fiscal Decentralization

VM7 believes that political decentralization alone is insufficient for achieving locally impactful governance, as it does not free the provinces from the control of central power, which is distant from the daily lives of the people. Therefore, the introduction of financial and fiscal decentralization is essential, ensuring that each province, with an elected Governor and Provincial Assembly, can take control of its destiny by formulating its own Budgets, Plans, and executing them. Mozambique currently operates under a Central Government Budget rather than a General Budget. Budgetary decentralization would allow each province to collect its own revenues and tailor its infrastructure plans, setting goals aligned with local realities rather than central directives. Legislation must be enacted to ensure that percentages of these revenues are allocated to the Central Government and to outline how wealthier provinces will transfer funds to poorer ones, gradually reducing regional disparities and fostering equity.

Constitutional Right To Drinking Water And Right To Food

Mozambique faces high infant mortality rates directly linked to the lack of clean water – a fundamental necessity that forces families to consume dirty water, neglect hygiene, and suffer from poor sanitation. Public policies have failed, and VM7 is committed to resolving this issue once and for all by establishing a policy that not only mandates the State to uphold the Fundamental Right to Life – because water is life – but also enables successive governments to create further laws to ensure this right. For instance, instead of offering tax incentives to mega-projects, VM7 proposes creating tax exemptions for companies that import, produce, maintain, and sell equipment aimed at providing water to the population. When it comes to basic nutrition, this policy is inspired by the understanding that proper nutrition during early childhood is critical for the mental development of an adult. A child who lacks proper nutrition in their early years will not develop the cognitive abilities necessary for advanced mental skills and the freedom to think critically as an adult. Therefore, providing school lunches in primary and preschool education should be a state obligation to ensure that future adults are capable citizens who can contribute to the country's progress.

Depoliticization Of Public Service

VM7 understands that political decentralization alone does not suffice to achieve locally relevant governance results, as it does not liberate provinces from the central power structures that are detached from people's daily lives. Consequently, financial and fiscal decentralization must be introduced to enable provinces, once they have elected Governors and Provincial Assemblies, to steer their destinies through their own Budgets, Plans, and executions. Mozambique does not currently have a General Budget but rather a Central Government Budget. Budgetary decentralization would allow each province to collect its own revenues and adjust its infrastructure plans, setting targets aligned with local realities rather than central commands. A law must be passed to ensure that percentages of revenues are allocated to the Central Government and to establish the process of transferring funds from wealthier to poorer provinces, gradually reducing regional disparities and promoting equity.

Electoral Manifesto

The electoral campaign of Venâncio Mondlane and the Democratic Alliance Coalition (CAD) is founded on core values that reflect the aspiration for a fairer, more inclusive, safer, more united, and more prosperous Mozambique. This campaign is not confined to a partisan vision but rather represents a movement that brings together various segments of Mozambican society, regardless of political affiliation. This movement seeks to govern with and for the people, respecting popular sovereignty in all decisions that significantly impact citizens' lives and the stability of the State. Venâncio Mondlane and CAD pledge to implement policies that promote inclusion and ensure that all citizens have equal access to opportunities and resources, regardless of their ethnicity, gender, age group, or religion.

Reform Of The State And Governance

Venâncio Mondlane and CAD advocate for a comprehensive reform of the State to strengthen democratic institutions and ensure efficient and transparent public management. This reform involves implementing rigorous anti-corruption measures, promoting transparency in public administration, and creating efficient oversight and audit mechanisms. We believe that an integrated government is fundamental to restoring public confidence in public institutions.

Sustainable Development Of The Economy

Venâncio Mondlane and CAD support an economic model that promotes sustainable and inclusive development across the country. This includes investments in essential infrastructure such as roads, bridges, and water supply systems, which are crucial for facilitating trade and improving the quality of life in both urban and rural areas. Furthermore, CAD promotes economic diversification by encouraging sectors such as agriculture, tourism, and renewable energy.

Modernization Of The Armed Forces And Police

Strengthening the Defense and Security Forces with adequate training and resources on one hand, and professionalization oriented towards the supreme safeguarding of the public interest on the other.

Repositioning International Relations

Venâncio Mondlane and CAD propose a foreign policy that repositions Mozambique on the international stage, promoting cooperation and strategic partnerships that serve the supreme interest of national development.
